7 April 2011 - French IT services provider Steria (EPA:RIA) said today that NHS Shared Business, its joint venture with the British Department of Health, has renewed its contract with 10 healthcare structures in the UK for another four years.
The new agreement, worth EUR15 million (USD21.4m), envisages the supply of invoicing, accountancy and payroll services and is effective as of April 1, 2011.

The contract involve NHS organisations across Hampshire and the Isle of Wight.

NHS Shared Business was set up in 2005 and is the UK's leading provider of business services to NHS.

FED:No school will lose funds, Garrett pledges

SYDNEY, Aug 31 AAP - No independent school will lose money as a result of the federal
government's review of school funding, School Education Minister Peter Garrett says.

Mr Garrett said it was an "absolute guarantee" that funding for independent and private
schools would be maintained, compared with allocations under the system the Howard government
introduced.

Four draft reports have been unveiled as part of the review, chaired by businessman
David Gonski. It is billed as the most comprehensive review since 1973 and will recommend
a new school funding model by year's end.

"No school will lose a single dollar per student as a consequence of the funding review,"

he told reporters in Sydney on Wednesday.

"The commitment for no school to lose a single dollar per student is an absolute guarantee.

"We've provided funding certainty for the non-government school sector, and Mr Gonski's
panel will provide us with recommendations about any transitional arrangements."

Mr Garrett declined to say if school funding levels would be indexed for inflation.

He said the existing system of school funding lacked transparency.

"There is significant consensus in the education community that we need to have a funding
model that is clearly understandable ... that is fair and that provides a level of consistency
and a framework that everybody understands," he said.

"We don't have that at the moment."

The Gonski review is due to deliver its final report to the government by the end of 2011.

It is accepting submissions until September 30.

Mr Gonski said while the panel was considering "all aspects" of school funding, it
couldn't please everybody.

"The panel acknowledges that some may be concerned, when they read these reports, that
certain aspects of school funding have not been dealt with and may not have been dealt
with adequately in their view," he told reporters.

One of the reports by the Australian Council for Educational Research says a large
pool of funding should be set up to help schools meet costs for students with disabilities.

It says 80 per cent of students with disabilities go to government schools.

You don't need to be a dating expert to be smooth in the business of matchmaking.

Just ask Chris Coyne, the South Portland native who co-founded OkCupid.com. In its seven years, the online dating site has attracted millions of members and the attention of a multinational corporation, IAC, which bought OkCupid last month for $50 million.
Coyne, 33, who now lives on the Upper West Side of New York City, said he struggled with dating in high school.

"I basically dated none in high school, and some in college," said Coyne. "Maybe if I had dated more ... I wouldn't have to have started (OkCupid)."

Coyne, who's now married and has a 1-year-old daughter, attended South Portland High School, where he cultivated an interest in mathematics.

Coyne's brother, Dan, who works at the Maine Center for Economic Policy in Augusta, said Chris was a "math whiz" in high school and a gifted writer and thinker with an entrepreneurial sense.

"I had no doubt he would be successful," Dan Coyne said of his brother. "It was just a question of what he (was) passionate about."

After high school, Chris Coyne attended Harvard University. In January 1999, just months before he graduated with a degree in mathematics, he started building TheSpark.com, a website tailored to younger readers with a mix of content, including e-cards, personality tests and humorous science projects.

A few months later, while other students were headed south for spring break, Coyne and his friends Sam Yagan and Max Krohn began work on SparkNotes.com, a site providing free online study guides for students.

The partners sold both websites to publicly traded iTurf in 2000. When iTurf's stock crashed shortly after, the partners helped the company sell the sites to Barnes & Noble, which eventually shut down TheSpark.com but maintained SparkNotes.com.

In 2003, Coyne, Krohn and Yagan moved to the next project, a free online dating site that they called OkCupid and launched in 2004.

Unlike its competitors Match.com and eHarmony Inc., OkCupid is free to subscribers - advertisers pay business costs. Coyne is OkCupid's creative director, coming up with new product ideas.

David Evans, an industry observer who runs the technology and branding consulting firm Digicraft and edits the blog www.onlinedatingpost.com, said the success of Spark and OkCupid earned Coyne and his partners a reputation for creating profitable online businesses supported by advertising dollars.

Coyne said OkCupid, based in New York City, attracted members in cities with many young, single adults, like New York. Membership growth has been slower in smaller cities like Portland, he said.

Today, the site has 1.3 million monthly unique users and 500,000 daily users. Coyne said 21,000 Mainers logged into OkCupid last month. He declined to discuss annual revenue, but said the company was profitable in 2010 and will likely be more profitable in 2011.

Coyne attributed OkCupid's success partly to complex mathematical algorithms that match members with like-minded singles.

When OkCupid users sign in, they are prompted to answer a series of questions. Some are quite personal, such as, "How messy are you?" or "How frequently do you bathe or shower?"

Others address politics, religion and sex. There are even math questions, such as, "What is next in this series? 1, 4, 10, 19, 31, _."

OkCupid also asks members how their ideal mates would answer the same questions. And users can rate the relevancy or importance of each question.

Coyne said computers evaluate the information and match members based on compatibility, or their likelihood of hitting it off. The process, which includes millions of computer operations, happens in one-twentieth of a second each time a member searches for dates, Coyne said.

Evans, the online dating blogger, called OkCupid's algorithms the "black magic on the back end" of the business. He described Coyne and his partners as talented "computer science geeks" who are constantly "tweaking those algorithms to create better matches."

Evans said OkCupid appeals primarily to young, educated, cultured, well-read and tech-savvy singles. He called the crowd hipsters.

It's a demographic that Coyne said has helped OkCupid expand. "(They) are the ones who spread things around the Internet," he said.

Last month, Coyne and his partners sold OkCupid to Match.com for $50 million. Match.com is a division of New York-based IAC/ InterActiveCorp, a publicly traded company with $1.4 billion in annual revenue.

IAC already owns a host of dating sites, including BlackPeopleMeet.com, SingleParentMeet.com and LoveandSeek.com.

Coyne said he and his partners remain on staff and are busy improving OkCupid's mobile applications, which run on smart phones. One day soon, he said, technology will allow OkCupid to notify members when a potential date is in the same geographic area.

"My phone will beep and tell me there is a perfect match nearby," he said.

Vic:Moran fails in bail bid

Gangland widow JUDY MORAN has been refused bail for a second time following allegations
she planned to fix up a witness in her trial for murdering brother-in-law DES MORAN.

Wheelchair bound MORAN argued she should be bailed because her time in custody is onerous
due to an injured hip and media publicity.

But the court heard police had recorded telephone conversations in which MORAN threatened
to fix up a witness when she was granted bail.

Deputy Chief Magistrate JELENA POPOVIC told 64 year MORAN yesterday her bail application
didn't go well and she doesn't have exceptional circumstances.

Earlier this month MORAN was committed to stand trial for the murder of Mr MORAN who
was gunned down at an Ascot Vale cafe last June.

CANBERRA, Aug 6 AAP - Australia is to spend $4.3 million upgrading stations which monitor
sea levels across the Pacific.

Climate change has been the hot topic at the annual Pacific Islands Forum, held this
week in Cairns.

Climate Change Minister Penny Wong has released more details of how $50 million in
previously-announced climate funding for Pacific nations is to be spent.

As well as money for the sea level stations, $6 million will go towards adapting fisheries
and crops to climate change.

$25 million will be spent on other adaption programs, including protecting water supplies,
preparing for natural disasters, and increasing the resilience of coastal areas in the
face of rising sea levels and storms.

Senator Wong said the funding was part of $150 million for climate adaption overseas,
which would primarily go to the Pacific.

"We want to work very closely with the Pacific Islands on the issue of climate change
because ... many of these regional neighbours, people in our own region, are at the front
line," she told ABC Television on Thursday.

"As a regional power we do have a responsibility to work with them."

NSW: Triple murder accused to face court

SYDNEY, Aug 25 AAP - A 69-year-old man charged with murdering his wife and two grandchildren
is today due to face a NSW court for the third time.

The Cowra man, who cannot be named for legal reasons, will face Wagga Wagga Local Court
by video link charged with three counts of murder and one charge of attempted murder.

The charges follow an incident at the NSW central western town of Cowra on June 30
in which the man's 52-year-old wife, seven-year-old grandson and five-year-old granddaughter
were killed.

The man's 31-year-old police officer daughter was also seriously injured after allegedly
being attacked with an axe during the incident.

The off duty officer discovered the bodies of her mother and two children before being attacked.

The man was arrested on the day of the murders at Hay in the state's south.

He initially faced Deniliquin Local Court and on July 7 faced Wagga Wagga Local Court
where the prosecutor said a brief of evidence should be complete by the end of August.

The man has not applied for bail or entered pleas to the charges.

His matter is listed for mention at Wagga Wagga Local Court today at 10am (AEST).

Mr Rudd called on each of the summit's 10 groups to nominate at least one big idea
plus at least three concrete policy ideas.

At least one of the policy ideas must involve no or negligible cost - a point the prime
minister emphasised by saying it three times.

Groups should also identify at least three specific goals for 2020, he said.

The government has promised to respond to each recommendation by year's end.

"Some of these ideas we will be able to embrace, others we will not, and some we will
take in part and change," he said.

"There are no right and wrong answers when it comes to a discussion among people of
good heart and good mind and good will."

Local and school summits and the youth summit had attracted tens of thousands of participants
and there had been more than 3,000 submissions.

Mr Rudd said the nation could either drift into the future or plan for it.

"I say it is time to seize the future with both hands, to build a new Australia, to
build a better Australia, a better Australia for all of our people as well as turning
this great nation of ours Australia to an even greater force for good in the world," he
said.

"And now ladies and gentlemen, summiteers, it's over to you."

A man's been washed away by a giant wave .. while fishing on rocks on Tasmania's east coast.

The man was fishing alongside another man near Binalong .. when a wave swept him off
the rocks about 12.40pm (AEDT) yesterday.

Police searched the shoreline .. but the man couldn't be found.

The search will resume at daybreak today.

FED: Larry Williams loses extradition law challenge

SYDNEY, Aug 3 AAP - US sharemarket guru Larry Williams has lost his challenge to the
validity of extradition proceedings against him over alleged tax evasion.

Three Federal Court judges today dismissed his attempt to restrain the United States
and NSW magistrates from taking further steps under the Extradition Act.

Justices Catherine Branson, Brian Tamberlin and Jim Allsop refused to make a declaration
that the act did not authorise or permit the conduct of such extradition proceedings.

Williams, the father of Hollywood actress Michelle Williams, is wanted in the US for
allegedly evading $A1.9 million in taxes between 1999 and 2001.

The 64-year-old, whose daughter has a baby with Australian actor Heath Ledger, successfully
applied to the Federal Court earlier this year to have the original extradition application
against him ruled invalid.

But the federal government has since started fresh extradition proceedings, which will
now continue after today's ruling.

Fed: Avalanche of reports ensure climate change stays hot

CANBERRA, Feb 1 AAP - Climate change took off as a looming giant of a political issue
last year. A bushfire-ravaged holiday season gave it a short media break but it's now
back as a red-hot, election year topic.

Ahead of next week's return of federal parliament, the past few days has produced its
own firestorm of reports, debate and promises of solutions to this intangible but, as
the scientists would have it, very real threat to life on earth.

The immediate concern is drought and water supply.

Prime Minister John Howard set the ball rolling on his return from holidays with a
$10 billion package of measures to ensure water security, and installed Malcolm Turnbull
into a beefed up environment and water resources portfolio.

Significantly, the pragmatic, conservative Mr Howard did not create a special portfolio
for climate change, as many had hoped.

But report after report this week has indicated that climate change and its ramifications
for policy will be on everybody's topic this year.

First, left wing think tank the Australia Institute focused on the political issue
the Howard government does not want to talk about - where the supposedly clean and green
nuclear reactors might be sited in Australia.

The Energy Supply Association of Australia brought down its findings saying coal, supported
by expensive new technology, along with nuclear, were the only viable means by which the
country could cut greenhouse gas emissions and still meet expanded energy demands by 2030.

The NSW government resurrected a CSIRO report predicting maximum temperatures for Australia's
largest city, Sydney, would inevitably rise 1.6 degrees by 2030 and 4.8 degrees by 2070.

A confidential draft of a report by the UN's Intergovernmental Panel on Climate Change
(IPCC) predicted global warming will cause billions of dollars of damage to coastal areas,
key ecosystems and the farming sector without massive greenhouse gas emission cuts.

That report is expected to table a sober warning late in the week by 2,500 environmental
scientists of potentially dramatic impacts from global warming.

Quite aside from debate over Mr Howard's policy response, the prime minister has the
responsibility to bring the dimension of the problem into balance, and to avoid panicking
the population over the more dire predictions.

Some of these predictions are indeed disturbing.

The controversial author and environmentalist James Lovelock wrote in the Independent
newspaper last year that the world is entering a "morbid fever" that will last 100,000
years as a result of man-made climate change.

"As the century progresses, the temperature will rise eight degrees centigrade in temperate
regions and five degrees in the tropics," he wrote.

"Much of the tropical land mass will become scrub and desert, and will no longer serve
for regulation; this adds to the 40 per cent of the Earth's surface we have depleted to
feed ourselves."

Science is telling us that global warming, and hence climate change, has been created
by around two trillion tonnes of carbon dioxide, methane and other gases accumulating
in the upper atmosphere, creating the so-called greenhouse effect - deflecting back to
the Earth the Sun's heat which would otherwise have escaped into space.

This accumulation has happened chiefly in concert with the industrial revolution which
got underway in the late 18th century - perhaps 250 years.

Mainstream scientists say that man-made climate change is a fact, and debate must now
focus on how, and how quickly, the world tackles it.

Professor Mike Archer, the dean of science at the University of NSW, wrote in The Sydney
Morning Herald this week of where this issue is now.

"Naysayers and sceptics can argue all they like about how much of this change is "natural"

and how much is the result of human activity," he wrote.

"The bottom line, in terms of treating the patient, is that the hotter she gets the
less time we have to fix her up.

"Likewise, our options become more and more limited the longer we stand around like
stunned mullets. We need to take action, now."

With elections looming in NSW and in the federal sphere, some worry that the gravity
of the situation is at risk of being lost in short-term politicking.

NSW Premier Morris Iemma conceded the data used in the disturbing CSIRO report into
Sydney's future weather was compiled in 2004, and originally related to the entire state,
not just Sydney.

Climate change response is an issue that cries out for a national, government and non-government
summit at least.

The UN Environment Program this week became the second UN body to urge new Secretary-General
Ban Ki-moon to call a paramount meeting on global warming, predicting that by 2100 global
warming will unleash bouts of extreme heat, dryness and rainfall and make cyclones more
violent.

The political left and right in Australia are as divided as ever on how to respond.

The federal government liked what it heard from the ESAA report.

The report concluded that using clean coal technologies along with nuclear power provided
the only hope of Australia cutting greenhouse emissions while managing an expected large
increase in energy demand - two per cent a year - by 2030.

It said although renewable technologies can expect to be increasingly part of the future
energy mix, those technologies, particularly wind power, will not be able to provide anywhere
near enough power to meet the country's demands.

Green bodies, which support renewable energy, recommend getting out of coal altogether
and, along with Labor, say nuclear is dangerous, entails an intractable problem with its
waste, and is at best a stop-gap measure.

The problem for Australia is its great reliance on fossil fuels.

Black coal alone covers 60 per cent of Australia's electricity needs. Black coal exports
total $25 billion a year, the biggest component of Australia's total export of goods and
services, which was $196 billion in 2005-06.

Last year's seminal report by former World Bank chief economist Sir Nicholas Stern
and former US Vice President Al Gore's film, An Inconvenient Truth, undoubtedly focused
many Australians' minds on climate change.

But the seemingly never-ending problems of drought and water shortage are raising more
obvious questions in people's minds.

An independent assessment of these issues has come from the State of the Environment 2006 report:

"Australia's current difficulties may well be because the nation is entering a dry
period similar to that experienced in the first half of the last century, and planning
has not made adequate provision for this," it said.

"Further, the dryness may also be influenced by the hotter and more extreme climate
that is predicted to result from climate change."

If good rains finally arrive this year, will the issue be swept under the carpet yet again?

Our politicians will be on notice as they lock horns in debate starting next week.

Qld: Fire threat to increase today, firies warn

BRISBANE, Aug 24 AAP - Extreme dry conditions coupled with strong winds are set to
increase the fire threat across south-east and southern Queensland today, firefighters
warn.

Queensland Fire and Rescue Service (QFRS) spokesman Andrew Berkham today said six fires
- all but one of which flared in the state's south-east - continued to burn overnight.

Brisbane's Gateway Motorway, which feeds into the Bruce Highway, was closed at the
Wyampa Road overpass at Bald Hills and at the Deagon Deviation, after a blaze was reported
around 12.40pm (AEST) yesterday.

Thousands of cars were being diverted around the area as firefighters battled to contain
the blaze before it reached homes on the other side of the motorway.

Surveillance aircraft were brought in and waterbombing helicopters used at the fire,
which is still burning.

Meanwhile two fires near Gympie and Warwick, as well as one at Rockhampton in central
Queensland also kept firefighters busy, Mr Berkham said.

"The fire at Frenchville in Rockhampton started burning mid-afternoon yesterday and
is headed towards Mount Archer National Park where we are getting towards some very rugged
country," Mr Berkham said.

"One near Kadanga, south-west of Gympie, is fairly close to the Gympie Music Muster
(country music festival) but we think winds will blow it the other way."

Mr Berkham said the fire threat was likely to escalate today due to strong winds and
dry conditions.

He said the blazes, as well as dozens of spot fires emerging daily, marked a bad start
to the fire season.

"Rural crews have been preparing for this type of scenario for several months now -
we've had water bombers (helicopters) on standby," Mr Berkham said.

However, he said the situation was expected to worsen tomorrow before the weather brought
relief on Saturday.

"There is going to be a change on Saturday, so there is some sort of relief in sight
because the winds will ease. But we'll still have those really dry conditions," Mr Berkham

SYDNEY, April 18 AAP - Muslims believe Australia's peak Islamic body is an "old boys'
club" that is sexist, secretive and irrelevant.

A survey of Muslims by the Islamic Council of Victoria (ICV) found strong dissatisfaction
towards the religion's umbrella body, the Australian Federation of Islamic Councils (AFIC),
The Australian newspaper reported today.

The survey comes ahead of elections for important AFIC positions next week.

"The ICV executive committee found the most pressing concern the Muslims of Victoria
have about AFIC is its transparency and representativeness," ICV said in a report to members.

"The community feels very strongly that AFIC is a closed, unrepresentative and therefore
irrelevant organisations."

The ICV survey showed Victorian Muslims believed AFIC was an "old boys' club" which
displayed sexist behaviour and neglected women and youth, the newspaper reported.

Outgoing AFIC president Ameer Ali rejected the criticisms.

"AFIC does not represent 100 per cent of the Muslims but there is no other parallel
organisation which represents more Muslims than the AFIC," Dr Ali said.

Fed: Mixed domestic reaction to WTO agreement

CANBERRA, Dec 19 AAP - Australian farmers, miners and business groups are split over
a world trade agreement that would see rich nations eliminate their agricultural export
subsidies by 2013.

Under the agreement brokered at the World Trade Organisation ministerial meeting in
Hong Kong at the weekend, key negotiating nations have agreed to phase out export subsidies
within seven years.

The news is better for the world's 50 least-developed countries, which will get access
for their farm products into rich nations by 2008.

The biggest outstanding issues include agriculture market access and the use of tariffs
to protect so-called sensitive products.

Farmers and miners cautiously welcomed the agreement, while the Australian Chamber
of Commerce and Industry (ACCI) and the dairy industry criticised it for not going far
enough.

The National Farmers Federation (NFF) said while the phase out of export subsidies
could end one of the worst forms of trade distortion, the issue of market access remained
a problem.

"Despite the best efforts of Trade Minister Mark Vaile and his negotiators, not to
mention the efforts of a strong Australian agricultural lobby in Hong Kong, the European
Union and G10 are still failing to adequately address this fundamental issue of improved
market access," NFF president Peter Corish said.

"We urge the European Union and other protectionist countries to show the necessary
ambition and political leadership to reform their agricultural industries."

Australia's mining industry praised the deal, saying it would make a modest contribution
to market conditions for the nation's $70 billion minerals export trade.

The Minerals Council of Australia said while critics would judge the Hong Kong outcome
harshly, the deal paved the way for concluding the Doha round of trade negotiations next
year.

"That an outcome was reached at all is quite remarkable, even more so when the trigger
to the deal was progress in the highly sensitive areas of agriculture reform, trade in
services, and reductions in barriers to trade in industrial goods, which includes minerals,"

council chief executive Mitch Hooke said.

However, ACCI chief executive Peter Hendy said the outcomes of the meeting highlighted
the increasingly dysfunctional nature of the WTO.

"The WTO negotiations are like a swing in a children's playground," he said.

"In some respects they look like they are going forward, in some respects they look
like they are going backwards, but in reality they are pretty much stationary."

Mr Hendy said the great failure of the talks was the inability to make any progress
on agricultural market access and reducing trade barriers in the areas of manufacturing
and services.

"Further, there appears to be an increasing protectionist sentiment amongst the developing
countries in the WTO that goes against the whole philosophy of the organisation," he said.

Australian Dairy Council chairman Allan Burgess also described the meeting as disappointing.

"As they stand, the proposals offer little, if anything, for Australian dairy farmers," he said.

"While there will be gains for dairy through the elimination of export subsidies, there
has been no progress at all in market access - the area of most importance to dairy."

Environmentalists were also underwhelmed, with the group Make Poverty History saying
the WTO agreement failed the world's poor.

"The pledge does nothing to assist poor countries now, which still face continuing
dumping in their markets of agricultural products produced by rich countries," it said.

SYDNEY, Aug 16 AAP - Community opposition to the sale of Telstra continues to grow,
despite an increase in satisfaction with the telco's services and charges, a Newspoll
survey shows.

The poll, published in News Ltd newspapers, shows public satisfaction with Telstra's
services and charges has increased in many areas, with the biggest rise in the country.

Seventy-nine per cent of people in non-capital cities said they were satisfied with
Telstra's service, with 52 per cent reporting satisfaction with charges.

Three years ago most people were were dissatisfied with Telstra's charges, but the
latest poll of 1,200 Australians shows a fairly even split.

However, community opposition to the full privatisation is growing, with 70 per cent
of Australians against the $30 billion share sale, compared with 66 per cent in July 2002.

Support for the sale has dropped four per cent over the past three years to 16 per cent.

Cabinet will today consider a package of funding and rules for Telstra as part of the
sale of the Commonwealth's 51.8 per cent stake.

The government has to convince Nationals MPs that regional services have improved and
will be adequately funded on par with metropolitan services in order to push ahead with
the sale.

state's capital works programs.

Premier GEOFF GALLOP says the record levels of investment in the state's infrastructure
-- coupled with skills shortages and cost pressures -- warrants the highest level possible
of scrutiny.

He says the taskforce is made up of ministers from portfolios such as Housing and Works,
treasury, planning and infrastructure and small business.

Dr GALLOP says the key role of the taskforce is to hold government departments accountable
for the delivery of major projects, on time and on budget.

SYDNEY, Dec 13 AAP - Many businesses may slow down over the holiday season, but workers
still don't like their bosses to tell them that that's the time to take leave, research
has found.

A survey of 1,100 Australian employees by recruitment agency Talent2 found 15 per cent
were forced to take their annual leave at certain times like Christmas.

With 41 per cent of companies closing down between Christmas and New Year, 48 per cent
of employees said they would be taking their annual leave during this period, the survey
found.

But Talent2's Mark Brayan said 35 per cent of employees wanted more freedom when it
came to choosing the time of their annual leave.

"Christmas is usually an extraordinarily busy time for families with shopping and family
time a huge priority," Mr Bryant said.

"However, many industry types like retail, hospitality, medical and services just can't
afford to have a skeletal workforce.

"Many people are reticent to take holidays because they fear replacement, projects
falling over or the overload on their return.

"Some people are giving up their holidays altogether and opting for extra money in
lieu of their break."
